In the border areas, the Uttarakhand government has tightened up on the laws governing the registration and monitoring of foreigners, especially those in the Uttarakhand-Kanada border area. The move is part of efforts to make security arrangements more robust in sensitive border districts and to improve coordination between local administration and security agencies.

The new guidelines have four major points involving foreign registration and verification procedures in districts bordering on the international borders, officials said. This move is part of the government’s move towards improving surveillance and preventing illegal activities in critical areas of the state.

The district is also bordering on the international border with Nepal and China, which makes it extremely sensitive from a security point of view. Stronger controls on foreigners and more effective record-keeping will aid in the preservation of law and order in these zones.

The revised guidelines now mandate that hotels, guest houses, homestays, landlords and institutions that accommodate foreign nationals give in their details to the local police and district authority. The administration has directed all the concerned establishments to keep up-to-date records of visits by foreign nationals in terms of Passport details, visa details, duration of stay and the purpose of visit.

The government has also stressed a tougher process of verification of documents. The authorities have been instructed to thoroughly examine the identification and travel documents of foreign nationals in border regions. If there is any doubt about the identity or a long-term stay, further investigations and surveillance can be done.

Better coordination between intelligence forces, the police and border security agencies is another crucial factor in the new guidelines. Departments will have improved sharing of information, which is supposed to enhance surveillance and prompt action should irregularities be identified.

These rules are going to be enforced more stringently in border areas like Pithoragarh, Chamoli and Uttarkashi as they are considered to be of strategic significance. Verification and reporting needs of local residents and hospitality establishments in these areas could be raised, as well.

Authorities explained that the measures were not meant to cause inconvenience to “real” tourists, pilgrims, students or businessmen. Those who visit with legal paperwork and procedures will be fine, authorities said.

But the move is interpreted as a sign of the government’s shift of emphasis in the battle against border management challenges and internal security. The new measures, which are being increasingly made a key priority in the digital tracking and improved coordination between agencies, are likely to boost monitoring mechanisms in Uttarakhand’s sensitive border areas.
