To address the increasing need to act in response to the rising temperatures and the growing threat of heatwaves, the Uttarakhand government has launched a detailed Heatwave Action Plan, which is designed to protect the health of the population, and school children in particular. One of the key highlights of the plan is the introduction of a “water bell” system in all schools across the state.

In this program, bells will be ringing at specific times in schools throughout the day to remind the students to drink water. The move aims to avert dehydration and minimize the chances of heat-related illnesses like heat exhaustion and heatstroke, which may happen to be especially hazardous to children in severe weather conditions.

The state government has also come up with a set of key guidelines for the educational institutions. It has been recommended that schools should adjust their schedules to not coincide with the afternoon heat, have proper ventilation in the classroom and have enough drinking water available. Also, universities must have Oral Rehydration Solution (ORS) and basic first-aid stations on campus.

The Heatwave Action Plan has wider-ranging public health and safety measures outside of schools. The Hospitals and primary health centres have been advised to be ready to handle a potential increase in heat-related cases by having beds ready, necessary medicines and trained medical personnel. There is also the strengthening of emergency response systems, such as ambulance services, to be able to deal with any crisis.

The government has instructed the district governments to establish areas that are likely to experience heat waves and institute action plans locally. There is an effort underway to make clean drinking water accessible at all the public places like bus stands, markets and other crowded places. The sensitizing campaigns to the population will also be carried out to inform citizens on preventive measures, signs of heat-related illnesses, and first aid.

The outdoor workers are especially being considered as they are some of the most vulnerable when it comes to extreme heat. To reduce the risk of exposure to health hazards, the government has recommended that work hours should be adjusted and that one should not engage in strenuous activities during the peak times of the day.

The officials state that the initiative is a proactive way of addressing climate-related issues because heatwaves have been increasingly occurring and severe in recent years. An attempt to alleviate the impact of extreme heat on the people of Uttarakhand by the government is to implement some simple yet effective measures, such as water bells and improving health care preparedness.

The administration is vigilantly monitoring the situation and is advising citizens to be vigilant and follow the safety precautions in the coming weeks as temperatures are likely to rise.
