A bold step towards fighting against noise pollution, the Jharkhand State Pollution Control Board (JSPCB) has given an order that bans the use of loudspeakers, DJs, and sound amplifiers between 10:00 PM and 6:00 AM throughout the state. The move comes after the Jharkhand High Court issued a series of judgments to reduce noise pollution at night.
The orders of the court have continued to restrict it. First, they banned the use of loudspeakers and DJs between 10:00 PM to 6:00 AM in the capital of the state, Ranchi. But the court, later, made this prohibition statewide and explained that no loudspeaker, public address, or sound amplifiers could be used during these hours without the prior consent of district authorities.
It has been left to the JSPCB to ensure that these directives are adhered to. The board has been instructed to liaise with district authorities to see to it that the ban is being applied with effect. This involves having proper avenues through which citizens will report violations and also having the complaints taken care of in a timely manner.
The court has also placed restrictions on other sources of noise pollution, other than the ban on loudspeakers. The use of pressure horns, multi-tone horns, and unauthorized flag rods and other vehicle lights imitating emergency services has been banned. These are being implemented as part of a wider campaign to minimize noise pollution and its negative impact on the population and health.
Also, the government has been advised to take strict measures against the violators. This involves possible seizure of equipment and First Information Reports (FIRs) against persons or organizations caught on the wrong side of the regulations. The court has pointed out that the state should uphold order in society and maintain the level of noise well within the allowable limits, especially at the times of night.
The implementation of these orders by the JSPCB will have a profound effect on the alleviation of noise pollution in Jharkhand.
