New Delhi, April 27: "We're through", a confident Parliamentary Affairs Minister Pawan Kumar Bansal asserted today ahead of the cut motions to be moved by the opposition on the fuel price hike and withdrawal of fertiliser subsidy.

"Does your smile mean there will be no vote (on the cut motions)?" reporters asked the minister as he emerged from Parliament House.

"Why should there not be a vote?" he retorted.

"Will it only be a voice vote?" another reporter asked.

"Why should there only be a voice vote?" Bansal retorted, his manner implying that the government was confident the cut motions would be defeated even if there was a division, a process in which votes are recorded electronically.

Bansal's confidence was understandable after the 21-member Bahujan Samaj Party (BSP) said it would support the government against the cut motions.

Before this, the Congress said it has 271 votes at its command even without the BSP's support, against the majority mark of 272 in the 543-member house.

Most political parties, including members of the Congress party-led United Progressive Alliance, have issued respective whips to their lawmakers to be present in the Lok Sabha when a guillotine - a procedure that combines all ministry-related demands for grants - is scheduled around 6 p.m.

The cut motions, proposed anytime ahead of the guillotine, are expected to call for reducing the budgetary support for the ministries of petroleum and fertilisers by a token Re.1 to lodge dissent. They are called "disapproval of policy cut" as per parliamentary procedures.

A cut motion in financial allocation, if voted and passed by the house, implies a no-confidence move agaist the government, which is then obliged to step down.(IANS)
