India, Russia discuss cultural exchange programme

Shimla, June 5: A Vision Document would be prepared with perspective plan for promoting art, culture and performing arts activities in coming decades. This was revealed by Prof. Prem Kumar Dhumal, Chief Minister, in a meeting with Russian Ambassador in India, H.E. Mr Alexander M. Kadakin, who called on him at his official residence here on Friday. Welcoming Shri Alaxender M.Kadakin in India for the second term in office, Chief Minister said that it would further help in strengthening of the relationship between both the countries.

Chief Minister reiterated the resolve of the State Government to develop International Memorial Roerich Trust at Naggar artistically as a best destination where different forms of art activities would be taking place. He said that the State Government was extending all possible help to the Trust authorities at Naggar while the senior officers of the State Government also pay regular visits to oversee the cultural and art promotional activities taking place. He said that the Trust was a symbol of long lasting friendship bond between both the countries which would get further strengthened with the boosting up cultural activities.

He went on to add that the College of Art would be constructed on priority with joint efforts of the State Government and Russian Government so that future cultural ambassadors of both the countries were groomed and their artistic talents polished under the guidance of renowned teachers. He said that there needed to be cultural exchange programme of Russian art teachers teaching in Naggar and local teachers teaching in Russia.

Prof. Dhumal said that the next Meeting of the Trust would soon be held during the month of September this year to review the progress on various decisions taken in earlier meetings. He said that efforts would be made to organize meeting at Naggar itself, so that all members were acquainted with the progress of developmental projects in the village.

He said that the State Government would be extending assistance to the Trust authorities in maintenance of peaceful environment in the Trust area. He said that local law and order authorities had been directed to deal with the labour problems being created time and again by some vested interests.

Russian Ambassador in India Alexander M.Kadakin, congratulated the Chief Minister for assuming the office of Chief Minister for the second time. He said that Russian Government would be extending financial and technical expertise for the construction of Arts College at Naggar. He said that the Russian Government would be interested in cultural exchange, especially in exchanging the arts teachers. He informed that the Arts College had started functioning at Naggar and about 120 young children from adjoining villages were taking training in vocal arts, dance, painting etc. and were being groomed.

He said that Russian troupe would be participating in the International Dussehra Festival during the month of October this year. He said that there was need to frame Rules and Regulations for smooth functioning of the Trust and to carry its activities within the prescribed framework.

He apprised the Chief Minister of various problems being faced by the Trust authorities stationed at Naggar, and urged for the intervention of the Chief Minister in the matter relating to labour problem which needed to be addressed on priority. He said that the Russian Government was keen to develop the Trust to realize the dream which great artist Roerich had for Naggar.

Smt. Manisha Nanda, Principal Secretary Tourism, apprised the Chief Minister and Russian Ambassador of the activities undertaken by the Trust in recent past. She said that effective steps were underway to implement the decisions taken in earlier meetings of the Trust.

Dr. Svetoslav Roerich and other Russian officers were present during the meeting.
