New Delhi: Delhi University Student's Union election for the year 2008-09 would be held on September 5. Last date for receipt of nomination papers is August 22, where as the nominations can be withdrawn on August 25 till 12 Noon. The university would publish the final list of contesting candidates by the evening on the same day. The timings of voting would be 8.30 am to 12.30 pm for Day Classes and from 4 pm to 8 pm for Evening Classes. Date for counting of votes and declaration of results would be announced later.
Announcing the dates and the code of conduct for the election, the Vice Chancellor of the university Deepak Pental said that the elections would be held in the full compliance with the guidelines set by the Supreme Court. According to September 22 judgment of the apex court, all elections would be conducted under the guidelines set by it or under the model set by Lyngdoh committee.
"The Supreme Court has laid down certain guidelines and all universities have to follow it. We have formulated a model code of conduct based on the judgment and will implement it this time," he said. The V-C also maintained Lyngdoh committee's recommendations, which has formulated certain models for conducting students union elections and every university has to choose any model depending upon their own choice.
He emphasised that every clause of the code would be followed strictly and university administration would ensure free and fair election. "Implementing code of conduct does not show that we are suppressing the rights of the students. Elections are for bringing democratic principles in students and codes are for conducting elections in better manner but not to curtail the process," he clarified.
Universities has set-up a Grievance Redressal Cell for the elections with the Dean of Student Welfare or the Chairman of student affairs appointed for this very purpose. The Cell would entertain the complaints of code violations and act upon the findings. However, the Chief Election Officer Gurmeet Singh accepted that the university has to depend on agencies from outside to sort-out such complaints. Last time complaints of money uses for influencing votes were surfaced and the matter is still pending before the authorities.
To deal with uses of large number of posters and banners by candidates, the DU has fixed Rs 5,000 as the upper limit of expenditure per candidate. Candidates may paste only handmade posters at designated places in the Universities or college campus. The code also prohibits uses of vehicles, animals and loudspeakers during the campaign. Canvassing in this regard will end 24 hours before the polling.
To ensure proper use of display boards, Deepak Pental instructed the Chief Election Officer to convey the message to every college for necessary and designated use. The candidate will put his/her manifesto and visions over there only. |
