DUSU elections: Violation of Lyngdoh Committee

New Delhi: Delhi University(DU), one of the premier universities of the country is under election fever these days. Election for the members of the posts of Delhi University Students Union(DUSU) is not just the selection of the office-bearers but it also mark the presence of political parties. One can see posters, pamphlets and supporters of different student parties shouting slogans in support of their respective party. This time with Delhi Assembly on door step, political parties are having close watch on DUSU election as youth power always plays vital role in national politics.

While the Lyngdoh Committee recommended that political parties funds must not be used in student union elections and it clearly stated that each candidate can only spend maximum upto Rs 5000 in their entire election campaign and only handmade posters will be allowed. But the present campaign scenario rejects all these recommendations, candidates know that they are breaking the rules but they say that they have no choice.

Ragini Nayak, former DUSU president and General Secretory NSUI, said," Lyngdoh Committee took a university as a role model and made recommendations based on that and this should not be done. Delhi University is different from any other university of India because more than 50 colleges comes under DU and one can not use hand made posters in such a big university."

This year many student leaders who were likely to get a ticket have not made it as committee reports suggests that a candidates must have 75 per cent of attendance in academics and thats why parties gave tickets to many new faces also. According to Ragini,"Yes, some of our active members who were going to get a ticket have failed to fulfill the minimum criteria set by the committee." Vikash Dahiya, National Executive of ABVP, said, "Although committee reports prevented us to do many things but as far as nomination of candidates are concerned, we have not dropped any candidate as they all fulfill the criteria."

Supreme Court ordered to implement Lyngdoh Committee report in student union election to establish accountability, transparency and discipline in October 2006. The committee was appointed by Government of India in 2005 under the Chairmanship of former chief election commissioner of India James Michael Lyngdoh.
