New Delhi: Kerala, Delhi, Tamil Nadu, Himachal Pradesh and Karnataka have emerged the best performing states in the Educational Development Index (EDI) at primary and upper primary levels. The EDI report card has been prepared by the government on the basis of achievements made by states with respect to total primary net enrolment ratio, adult literacy rate and survival rate of students to grade-V. Kerala and Delhi with EDI value of 0.772 and 0.757 respectively maintained first and second positions in the ranking. Tamil Nadu secured the third slot with EDI value of 0.741, the EDI report card said.

There is a lot of scope for improvement in the elementary education system in states like Bihar, Jharkhand, West Bengal, Assam, Madhya Pradesh and Orissa which have been placed much down in the ranking. In many of the educationally backward states, enrolment is noticed to be on the rise while a good number of children drop out at various stages, it said.

The situation is pathetic in Bihar where repetition rate is as high as 11.13 per cent and the drop out rate is 9.34 per cent at primary level against 8.09 per cent in Jharkhand. The retention rate in Bihar is around 44 per cent. The pupil-teacher in this state in very high at one teacher per 64 students. Situation is not much different in Jharkhand. The report card has been prepared by the HRD Ministry and the National University of Education Planning and Administration. (PTI)
