| New Delhi: With an aim to go ahead with its ambitious rail coach factory, Railways is mulling over an alternative action plan to acquire land for the purpose in Uttar Pradesh's Rae Bareilly district. "We may consider to use the newly enacted Railway (Amendment) Act 2008, to acquire the land meant for rail coach factory in Rae Bareilly, if the situation demands," said a senior Railway Ministry official. "We have acquired land through this process for our Marhowra project in Bihar," the official added.
Mayawati government's cancellation of land for Rae Bareilly coach factory has put a spanner on railways' ambitious plan to produce more coaches and generate employment opportunities. Though the ministry is hoping a favourable decision from Allahabad High Court in its next hearing on October 22, alternative plan, if required, is also being discussed at the higher level. The Rs 1,685 crores rail coach factory at Rae Bareilly is meant to produce 1000 coaches in a year.
Currently rail coach factories at Kapurthala and Chennai are manufacturing about 3,000 coaches every year which is not adequate to meet the increased demand of coaches, said the official. The requirement of coaches will be about 5000 to 6000 a year in the next few years as the demand for new trains and additional coaches in the existing ones is always on the rise, the official said.
Besides the production of coaches, the factory was to provide direct employment to about 5000 people. The factory was also expected to generate thousands of indirect jobs and many ancillary units would have come up in the nearby areas, the official said. Railways have obtained approvals to set up four new production units in the Eleventh Plan.
Apart from Rae Bareilly coach factory, Rs 2052 crore diesel locomotive unit at Marhowra, Rs 1293.57 crores electric locomotive factory at Madhepura, Rs 881.19 crores wheel manufacturing plant at Chapra are other new production units approved by the government to be set up by railways in the 11th Plan.
